What it is about

Anyone operating electrical installations in Germany needs an electrical safety organisation with clear responsibilities. The responsible electrically skilled person (VEFK) holds technical and supervisory responsibility for the electrical area assigned to them. If there is no suitable person in-house, this role can be filled externally.

Important: the employer’s overall responsibility – in particular the duties of selection, organisation and supervision – remains. Individual duties are delegated under Section 13 of DGUV Regulation 1 and Section 13(2) of the German Occupational Safety and Health Act (ArbSchG) – in writing, with a defined area of responsibility and authority.

Scope

  • Written appointment as external VEFK under DIN VDE 1000-10
  • Setting up or reviewing the electrical safety organisation
  • Risk assessments and work instructions for electrical work
  • Defining and monitoring inspection intervals under DGUV Regulation 3/4 and Section 3(6) BetrSichV
  • Selection, instruction and appointment of electrically skilled and electrically instructed persons
  • Support with fulfilling the operator’s duties

Result

You receive a written appointment with clearly described duties, a documented organisation, an inspection concept and regular site inspections and reports.

Typical situations

  • No in-house electrical staff with management responsibility
  • Vacancy of the previous VEFK
  • Setting up a new organisation, for example at a new site
  • Findings from audits, insurer or authority inspections
